Transportation Conformity Analysis and Determination Report
The purpose of the Metrolina Transportation Conformity and Analysis Determination report is to comply with the provisions of the Clean Air Act Amendments of 1990 in concurrence with all conformity requirements as detailed in 40 CFR Parts 51 and 93 and 23 CFR Part 450. The conformity determination accomplishes the intent of the North Carolina State Implementation Plan (SIP) and is based on a regional emissions analysis that uses the transportation networks approved by each of the Metropolitan Planning Organizations (MPOs) for their 2050 MTPs, VMT and Speed input data developed by NCDOT, and emissions factors developed in cooperation with the NC Department of Environment and Natural Resources (DENR).
